NCI (Argentina)

In October 2003, the ICC first made contact with an Argentine group, the Nucleo Comunista Internacional, and began a process of debate during which the NCI gradually moved closer to the positions of the Communiste Left, and to the positions of the ICC in particular. Our cooperation with the NCI included the publication of some of their articles in our press, in particular a denunciation of the so-called piquetero
movement.
Then, in October 2004, we discovered, by pure chance, a link on the website of the IBRP (International Bureau for the Revolutionary Party) to a "Circulo de Comunistas Internacionalistas" which presented itself as nothing less than the successor and replacement of the NCI, and which immediately began to publish the most extravagant attacks against our organisation, in a 180° about-turn of the attitude that the NCI had had up to that time.
Worse still, these attacks were given loud publicity by the unholy alliance of parasitism (in the form of the so-called "Internal Fraction" of the ICC) and the opportunism of the IBRP, which took even the most absurd accusations at their face value without the slightest attempt to verify their accuracy, or indeed the authenticity of the so-called "Circulo" itself.
In its defence, our organisation has relied above all on shedding the clear light of day on what turned out to be the most fantastic manoeuvres by one member of the NCI who had broken with the rest of the group. This led us to publish, over several months, a whole series of documents and letters with the aim of establishing the truth.
In order to make these more comprehensible, we have grouped these documents together here, introduced by an article which aims to draw some more general lessons from the whole experience. We leave our readers to judge for themselves the validity of the ICC's behaviour in this matter.

Solidarity contributions for the comrades of the NCI

Since we published the article ‘The NCI has not broken with the ICC’ (see our website), a number of sympathisers of the ICC have sent messages of support and financial contributions for the comrades of the Nucleo Comunista Internacionalista in Argentina, who, despite the terrible living conditions they face, are determined to continue political activity alongside the ICC. We want to give very warm thanks to all the comrades who have expressed their solidarity in this way. This can only encourage the comrades in Argentina to maintain their militant commitment; and it shows that, despite their geographical isolation, they are not alone. Such gestures are an illustration of the international nature of the solidarity of the proletariat, the class that bears within itself the communist future.

Nucleo Comunista Internacional: an episode in the proletariat's striving for consciousness

The development within the class of a deepened reflection, even if this mainly below the surface today, which can be seen in the appearance of a series of elements and groups, often young, who are turning towards the positions of the Communist Left, is obviously of vital importance, since it is one of the preconditions for the formation of the future world wide revolutionary party.

An impostor unmasked

We publish below a declaration by the Nucleo Comunista Internacional (NCI) in Argentina in which it takes position on the three declarations by the "Circulo de Comunistas Internacionalistas", which contain a violent attack on the ICC (1). As can be read in the text, "the NCI solemnly declares that the content of these declarations [by the 'Circulo'] consists of lies and shameful slanders heaped on the ICC".

Recently the ICC sent a delegation to Argentina. It was very warmly received by the members of the NCI who had only one fear: that the ICC might change its mind and abandon them by cancelling the trip!

The campaign of slanders against the ICC

Following the public meeting of the International Bureau for the Revolutionary Party in Paris, organised with the "political and material support" of the 'Internal Fraction of the ICC' (a development which we have written about in the article 'The IBRP taken hostage by thugs'), the ICC has become the victim of a new campaign of slanders. This campaign is being organised on an international scale not only by a parasitic group, the IFICC, but also by the IBRP and an Argentine group which presents itself under the name 'Circulo de Comunistas Internacionalistas' and which claims to be the successor of the Nucleo Comunista Internacional (from whom the ICC has published several contributions in its press). Argentina: Resolution against the activity of the IFICC adopted by the Nucleo Comunista Internacional

Introduction

We publish below a Resolution adopted in May 2004 by the Nucleo Comunista Internacional (NCI), a small group of militants in Argentina that has recently moved towards the positions of the Communist Left. We have already published several of the NCI's texts in our press, especially on the social movements in Latin America. The resolution below refers to the activity of the self-proclaimed “Internal Fraction of the ICC”, a parasitic grouplet composed of former members of the ICC excluded from our organisation for behaviour worthy of police informers (and not for any political disagreements which we want to silence, as they pretend). The latest episodes in the offensive of the IFICC have been aimed not only at our organisation but against the whole of the Communist Left: this is why we have decided to publish the NCI’s resolution. In n°27 of its publication on the Internet (copies of which have also been sent to the addresses of our subscribers in France whose address list was stolen by a member of the so-called “Fraction”) the IFICC has published a document entitled “Report of a meeting between the IBRP and the Fraction”, where one can read, amongst other things “This meeting is an additional and significant concretisation of the bonds that our Fraction is trying to develop with the IBRP and, more widely, with the organisations and elements of the proletarian camp” (...) “this meeting made it possible to provide the bases of a common work in which the debate must take a place of the first importance”.

Four days ago we sent you a letter asking you:

1) "to publish immediately (that is, on receipt of this letter) on your internet site the Declaration of the NCI of 27th October which can be found on our own site in all relevant languages;

2) to inform us (even if only briefly) of your position on the accusation quoted above in Bulletin no 28 of the IFICC (given that your links with the IFICC still "exist and endure")."

Up to now there has been no reaction whatsoever from you (on your site or to our e-mail address) in relation to these two demands.

Comrades,

This is a reply to your letter of 24th October (sent 31st October). As some of the ideas contained in this letter are to be found in your article entitled "Reply to an organisation in the process of disintegration", we will not elaborate on those arguments that will be taken up in the article that we are preparing in reply to the latter.

We note your refusal to participate in an honour court to examine the slanders made by the IFICC against our organisation and our comrades. Although your attitude turns its back on the tradition of the workers' movement, as we have already said, it is completely within your rights to retain that you do not have time to waste on our "internal" affairs, about which you feel you have "nothing to say".
