ICC to IBRP: 17th November 2004

Comrades,

This is a reply to your letter of 24th October (sent 31st October). As some of the ideas contained in this letter are to be found in your article entitled "Reply to an organisation in the process of disintegration", we will not elaborate on those arguments that will be taken up in the article that we are preparing in reply to the latter.

We note your refusal to participate in an honour court to examine the slanders made by the IFICC against our organisation and our comrades. Although your attitude turns its back on the tradition of the workers' movement, as we have already said, it is completely within your rights to retain that you do not have time to waste on our "internal" affairs, about which you feel you have "nothing to say".

Nevertheless you assert that the ICC accuses the IFICC of a theft "that does not exist in our view"! So, whether you like it or not, you are now directly involved in the ICC's "internal quarrels" and also in the slanders diseminated by the IFICC. By affirming publicly that your relationship with the IFICC "exist and endures", that is, by underwriting the IFICC and its slanders against our organisation, you have made an open declaration of war against the ICC. This is confirmed by the fact that for more than a month you have published on your internet site, in three languages, the slanderous "Declaration" of the individual who calls himself "Circulo di Comunistas Internacionalistas". (A "declaration" whose content has nothing to do with the analysis of the international situation although you say in your letter of 24th October that this is the only thing that interests you and that is worthy of "seriousness on the part of an organisation that claims to be revolutionary"!)

Although the NCI sent its Declaration of 27th October to all your sections by post (asserting in it that the Declaration of the "Circulo" is a web of "lies and shameful slanders against the ICC"), we note that you still have not withdrawn the text of the so-called "Circulo" from your web site.

In addition, as you do not like hypocrisy (as you say in your article "Reply to the stupid accusations of an organisation in the process of disintegration"), it seems to us that the least you can do is to tell us clearly and frankly what is your position on the claims made by the IFICC in its Bulletin no. 28:

"We state clearly and publicly before the whole proletarian camp and the international proletariat: (…) (the methods used by the ICC) are worthy of institutions of ideological infiltration at a political level, and are those of provocateurs and the police at the militant level, of departments linked to the bourgeois state: free masonry, those trotskyist groups that are systematically oriented towards entryism (like Lambertism in France), the infiltration of adventurers and provocateurs. The currect trajectory of our organisation and the methods used are like those that the trotskyist opposition had to endure in the 1930s (obviously they haven't yet reached the same level of violence) when it was gangrened because of its political weaknesses by adventurers and suspicious elements, even if they did not belong as such to Stalin's secret police, the GPU.

All of this stinks. It stinks of provocation and destruction."

In other words: do you think, as the IFICC never stops declaring, that the ICC is under the control of agents of the capitalist state (belonging to its police or to a masonic sect)?

For our part, we think that the relationship between groups of the Communist Left must at the very least include some basic rules of conduct, which outlaw lies and slander.

For this reason we ask you:

1) to publish immediately (that is, on receipt of this letter) on your internet site the Declaration of the NCI of 27th October which can be found on our own site in all relevant languages;

2) to inform us (even if only briefly) of your position on the accusation quoted above in Bulletin no 28 of the IFICC (given that your links with the IFICC still "exist and endure").

In expectation of a rapid reply,

Communist greetings.

ICC
